But what Turkish officials tell their American counterparts is one thing; what they tell regional extremists is another.<\/span><\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">On October 22, U.S. Special Envoy Jim Jeffrey testified in Congress to discuss the Trump administration\u2019s decision to abandon support for Syrian Kurds. While both Democrats and Republicans criticized Jeffrey\u2019s policy and its disastrous results for the Kurds, nothing Jeffrey said should surprise. After all, when he spoke to reporters last December after a U.S.-Turkey Working Group Jeffrey reportedly <a href=\"https:\/\/aawsat.com\/english\/home\/article\/1497406\/us-envoy-syria-cooperation-syria%E2%80%99s-kurds-%E2%80%98temporary-tactical%E2%80%99\">said<\/a> that U.S. cooperation with the Kurds was tactical and temporary, but that it was bilateral ties with Turkey that mattered. \u201cWe want to have cooperation with Turkey across the board on all Syrian issues.\u201d This is a logic that Trump supporters in the foreign policy community embraced. Bush administration alum Michael Doran <a href=\"https:\/\/www.hudson.org\/research\/15403-transcript-after-the-syrian-pullback-what-next-for-u-s-middle-east-policy\">explained<\/a> at a Hudson Institute panel, \u201cWe borrowed a Russian and Iranian proxy, and it was strategically stupid,&#8221; Doran added. \u201cEveryone knows we\u2019re leaving sooner or later. Turkey is going to be there forever, and the Turks know this as well. So we have to work through them, largely on their terms.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">There is a fundamental problem with this argument, however. Turkey may once have been an important ally and partner, but if Jeffrey, Doran, and supporters of Trump\u2019s strategy believe Turkey is an ally, then the word simply has no meaning at all.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Turkey says it is acting to defend itself from terror. But what Turkish officials tell their American counterparts is one thing; what they tell regional extremists is another. As Turkish forces poured across the border, Erdo\u011fan <a href=\"https:\/\/twitter.com\/rterdogan_ar\/status\/1181927322271830016\">tweeted<\/a> in Arabic, \u201cI kiss the foreheads of all the hero members of the Muhammadian army\u201d entering Syria, not a statement typical NATO leaders say. He was not alone. Turkish Interior Minister S\u00fcleyman Soylu then <a href=\"https:\/\/twitter.com\/kurdistannews24\/status\/1182221788341686272\">told<\/a> CNN T\u00fcrk that Turkey would \u201cmake a deal with ISIS.\u201d This may not be bluster. The only reason why the United States began its alliance with Syrian Kurds in the first place was because of overwhelming evidence that Turkey was passively if not actively support the Islamic State (ISIS). A <a href=\"https:\/\/wikileaks.org\/berats-box\/article\">Wikileaks dump<\/a> of personal emails from Berat Albayrak, Erdo\u011fan\u2019s son-in-law and, at the time, Energy Minister, showed efforts to profit off of ISIS oil. At the battle for Kobane, Turkey <a href=\"https:\/\/web.archive.org\/web\/20141205180043\/https:\/news.yahoo.com\/islamic-state-group-attacking-kobani-turkey-102358724.html\">allowed<\/a> ISIS fighters to attempt to outflank Kurdish defenders and to attack from the Turkish side of the border. Captured passports and identity cards from ISIS fighters <a href=\"https:\/\/www.alamy.com\/stock-photo\/turkish-identity-card-fighter-islamic.html\">show<\/a> most openly traversed Turkey\u2019s territory. ISIS even <a href=\"https:\/\/www.hstoday.us\/subject-matter-areas\/terrorism-study\/the-isis-ambassador-to-turkey\/\">maintained<\/a> a <i>de facto <\/i>ambassador in Turkey to liaise with Turkey\u2019s intelligence services. Turkey has <a href=\"https:\/\/rojavainformationcenter.com\/2019\/08\/database-over-40-former-isis-members-now-part-of-turkish-backed-forces\/\">incorporated<\/a> Islamic State veterans into its proxy Free Syrian Army.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Turkey\u2019s past actions in Syria raise serious concerns about its commitment to its neighbor\u2019s territorial integrity. On January 20, 2018, Turkish forces entered Syria\u2019s northwestern Afrin district,\u00a0supposedly to combat terrorism. They forced tens of thousands of Kurds and Christians to flee. Those who remained had to exchange their Syrian identity cards for <a href=\"https:\/\/anfenglish.com\/rojava-northern-syria\/id-cards-of-civilians-replaced-with-turkish-id-cards-in-afrin-33937\">Turkish-issued ones<\/a>. Kurds say women who remain cannot get an ID unless they wear conservative head coverings. Maps shown on Turkish television <a href=\"https:\/\/foreignpolicy.com\/2016\/10\/23\/turkeys-religious-nationalists-want-ottoman-borders-iraq-erdogan\/\">show<\/a> northern Syria (and parts of Iraq, Greece, Bulgaria, and Armenia) incorporated into Turkey. Again, this is not just bluster. In the northern Syrian town of Jarabulus, Turkey <a href=\"https:\/\/www.dailysabah.com\/syrian-crisis\/2018\/03\/10\/turkish-post-office-serves-syrias-liberated-jarablus\">opened<\/a> a civilian post office sporting a Turkish flag.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">The most tragic element in Turkey\u2019s operation has been, despite Trump\u2019s assurances, the impact on religious freedom and the local civilian population. Among Turkey\u2019s first <a href=\"https:\/\/twitter.com\/cmoc_sdf\/status\/1181992885341868032\">targets<\/a> was Bisheriya, the largest Christian neighborhood in Qamishli city, setting houses alight and killing several civilians, even though there were no apparent Kurdish military positions in the area. Turkey also assaulted Amudeh, one of the few towns left in Syria with a Jewish population. This was no surprise: Since the Turkish assault began, more than 100,000 <a href=\"https:\/\/www.washingtonpost.com\/world\/europe\/turkey-reports-first-military-fatality-in-syria-incursion\/2019\/10\/11\/a77bf376-ebf0-11e9-a329-7378fbfa1b63_story.html\">fled<\/a> their homes. Many experts <a href=\"https:\/\/www.independent.co.uk\/news\/world\/middle-east\/turkey-syria-invasion-civillians-civil-war-refugees-a9149476.html\">believe<\/a> that figure will skyrocket.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">No one should be surprised by Turkey\u2019s actions in northern Syria. Its <i>casus belli<\/i>\u2014to fight terrorism\u2014was contrived. For all Turkish authorities speak about Kurdish terrorist groups in northern Syria, they and their supporters have been unable to show any recent attacks planned or executed from the towns and villages they now bombard.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Nor should Turkish behavior surprise since it has all been seen before. In 1974, Turkey invaded Cyprus, ostensibly to protect the island\u2019s Turkish minority from a Greek junta seeking to annex Cyprus. Greeks overthrew that <i>junta <\/i>within weeks of Turkey\u2019s invasion and yet, 45 years later, Turkey <a href=\"https:\/\/www.globalsecurity.org\/military\/world\/europe\/cy-trnc.htm\">continues<\/a> not only to occupy the northern third of the country, but now <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2019\/10\/12\/european-council-president-urges-turkey-to-halt-drilling\/\">seeks<\/a> to extract gas from its territorial water. When U.S. and European diplomats previously raised objections to Turkey\u2019s behavior off Cyprus, Egemen Ba\u011f\u0131\u015f\u2014a top Erdo\u011fan advisor\u2014threatened to use the Turkish navy against American gas exploration ships operating under Cypriot contract. \u201cThis is what we have the navy for. We have trained our marines for this; we have equipped the navy for this. All options are on the table; anything can be done,\u201d he <a href=\"https:\/\/www.businessinsider.com\/turkey-cyprus-oil-2011-9\">said<\/a>. As Turkey grows more aggressive, Cyprus has become perhaps the most dangerous flashpoint in Europe. As for Ba\u011f\u0131\u015f,\u00a0Erdo\u011fan just <a href=\"https:\/\/www.sozcu.com.tr\/2019\/gundem\/egemen-bagis-prag-buyukelciligine-atandi-5319237\/\">rewarded<\/a> him with an ambassadorship to the Czech Republic.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Nor should Turkey\u2019s willingness to side with violent extremists over secularists and democrats be a surprise. As an Al Qaeda affiliate overran Mali in 2013 precipitating French intervention, Ahmet Kava\u015f, a theology professor whom Erdo\u011fan\u2019s appointed to be Turkey\u2019s ambassador to Chad, <a href=\"http:\/\/www.hurriyetdailynews.com\/opinion\/barcin-yinanc\/when-the-turkish-envoy-says-al-qaeda-and-terror-are-different-41385\">tweeted<\/a> <a href=\"http:\/\/www.hurriyetdailynews.com\/opinion\/semih-idiz\/playing-with-fire-turkey-will-get-burned-41542\">that<\/a> Al Qaeda was not actually a terrorist group. Erdo\u011fan <a href=\"https:\/\/www.forbes.com\/2008\/01\/24\/turkey-yasin-al-qadi-biz-cz_rm_0124alqadi.html#39f6438e666a\">helped<\/a> a man at the time designated by the UN as an Al Qaeda financer\u2014a man with whom his son <a href=\"https:\/\/www.the-american-interest.com\/2014\/01\/07\/erdogans-son-caught-with-al-qaeda-financier\/\">did business<\/a>\u2014evade Western sanctions.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Indeed, when it comes to terrorism, Erdo\u011fan is at constant odds with Western countries. In 2006, it was Erdo\u011fan who <a href=\"https:\/\/www.youtube.com\/watch?v=8_YKxQ5SCwA\">welcomed<\/a> not only Hamas but also one of its most militant leaders to the Turkish parliament at a time when the United States and European Union demanded Hamas first foreswear terrorism before it could gain international diplomatic legitimacy. Erdo\u011fan followed that meeting up by <a href=\"https:\/\/www.haberler.com\/erdogan-davutoglu-sam-da-hamas-lideri-melas-le-haberi\/\">visiting<\/a> Hamas leader Khaled Mashal in Syria. Two months before Boko Haram horrified the world by abducting 300 Nigerian school girls, leaked tapes <a href=\"http:\/\/www.europarl.europa.eu\/sides\/getDoc.do?pubRef=-\/\/EP\/\/TEXT+WQ+E-2014-003359+0+DOC+XML+V0\/\/EN&amp;language=GA\">exposed<\/a> a conversation between Mustafa Varank, an advisor to Erdo\u011fan, and Mehmet Karata\u015f, the private secretary of the CEO of Turkish Airlines, in which the airline official allegedly <a href=\"https:\/\/www.business-humanrights.org\/en\/turkish-airlines-alleged-to-have-shipped-arms-to-nigeria-tape-reveals\">said<\/a> that he did not feel comfortable shipping weapons to Nigeria since it was unclear whether those weapons \u201care to kill Muslims or Christians.\u201d Then, of course, there was Erdo\u011fan\u2019s reaction to Sudanese dictator Omar al-Bashir whose indictment on genocide charges for his actions in Darfur Erdo\u011fan dismissed. \u201cNo Muslim could perpetrate a genocide,\u201d Erdo\u011fan <a href=\"https:\/\/www.rferl.org\/a\/Sudanese_President_A_NoShow_As_OIC_Meets_In_Turkey\/1873105.html\">declared<\/a>.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Then there are Erdo\u011fan\u2019s <a href=\"https:\/\/www.washingtonpost.com\/politics\/2019\/10\/10\/turkey-iran-gold-giuliani-trump-guide-case-reza-zarrab\/\">efforts<\/a> to help Iran to bypass international sanctions, Erdo\u011fan\u2019s diplomatic and military turn toward Russia, and Turkey\u2019s <a href=\"http:\/\/www.hurriyetdailynews.com\/turkish-foreign-minister-rules-out-any-cooperation-with-israel-19122\">threats<\/a> to hold international organization (and therefore NATO) decision-making hostage over its 2010 flotilla spat with Israel. That Erdo\u011fan action highlighted the danger poses to NATO. As a consensus-driven organization, Turkey can be Russia\u2019s Trojan Horse\u2014stymying any decision-making to paralyze the organization. And while Turkey critics argue that, in such a case, NATO can simply expel it, they are wrong: There is no formal mechanism within NATO to expel members.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Trump defends <a href=\"https:\/\/www.tccb.gov.tr\/en\/speeches-statements\/558\/110960\/phone-call-with-u-s-president-donald-trump\">his<\/a> <a href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/statement-press-secretary-85\/\">greenlighting<\/a> of Turkey\u2019s invasion of northern Syria by attesting to the importance of Turkey as an ally. It is time he join the increasingly rare bipartisan consensus in Congress to ask whether if Turkey is an ally, then how would its actions be different if it were an adversary?<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><i>*Michael Rubin\u00a0is a resident scholar at the American Enterprise Institute (AEI)<\/i>.
