To achieve this it gradually moves away from the West (and the North Atlantic Alliance) in an attempt to pivot east (Eurasia). Purchasing the Russian made S-400 missile system was the onset of this risky foreign policy shift that is becoming progressively a headache for its Western allies. Turkey\u2019s ambitions however are restrained by the lack of a nuclear arsenal which would serve as a vehicle to its independence from the NATO shield.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong>Nuclear Proliferation<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">The significance that Ankara attributes to nuclear weapons is evident from the relevant statement of Turkey\u2019s President Recep Tayyip Erdo\u011fan in September 2019 at the\u00a0<a href=\"https:\/\/tccb.gov.tr\/konusmalar\/353\/109521\/orta-anadolu-ekonomi-forumu-nda-yaptiklari-konusma\">Economic Forum of Central Anatolia<\/a>. \u201cSome countries have missiles with nuclear warheads, not one or two. But (they tell us) we can\u2019t have them. This, I cannot accept\u201d he stated and added \u201cwe have Israel nearby, as almost neighbors. They scare (other nations) by possessing these. No one can touch them.\u201d The Turkish President concluded saying \u201cwe are working on this\u201d, thus implying that they their efforts to acquire a nuclear arsenal is already in progress. The Turkish President also clarified his intentions to the UN General Assembly in 2019, when he\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=Bve1yt0SEb4&amp;ab_channel=UnitedNations\">criticized<\/a>\u00a0the \u201c<a href=\"https:\/\/www.un.org\/disarmament\/wmd\/nuclear\/npt\/\">Treaty<\/a>\u00a0on the Non-Proliferation of Nuclear Weapons\u201d (which Turkey signed in 1980), since it prohibits countries such as Turkey to develop nuclear weapons. It should be stated that Turkey has signed the \u201cComprehensive Nuclear-Test-Ban\u00a0<a href=\"https:\/\/www.un.org\/disarmament\/wmd\/nuclear\/ctbt\/\">Treaty<\/a>\u201d back in 1996. However, the revisionist goals of the Turkish leadership, yield little hope on Turkey keeping its obligations on both treaties.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong>Will Turkey soon become a nuclear-weapon state?<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">\u201cI hope it will not happen, but Turkey seems to be in quest of it\u201d\u00a0<a href=\"https:\/\/hellasjournal.com\/2021\/02\/etimazi-piriniki-vomva-o-erntogan-akougete-efialtiko-alla-afto-ine-to-neo-megalo-oniro-tou\/\">said<\/a>\u00a0Dr. Moritz K\u00fctt, a nuclear weapons expert and researcher at the\u00a0<a href=\"https:\/\/www.nonproliferation.eu\/thinktanks-2\/ifsh\/\">Institute for Peace Research and Security Policy<\/a>\u00a0of Hamburg University. He also added that \u201cnuclear weapons will not calm the security situation; instead they will bolster up Turkey\u2019s \u2018ego\u2019. Nuclear bombs guarantee a place in the forefront of geopolitics. An idea that Erdo\u011fan likes a lot.\u201d More concerned appeared the Israeli political scientist Yakov Kedmi who\u00a0<a href=\"https:\/\/www.easternherald.com\/2021\/01\/19\/erdogans-appearance-of-nuclear-weapons-be-a-threat-to-russia\/\">clarified<\/a>\u00a0that, it is only a matter of time before Ankara acquires a nuclear arsenal and it is impossible to prevent this. It is also reminded that on February 15, 2010, former Israeli Prime Minister Benjamin Netanyahu had\u00a0<a href=\"https:\/\/www.haaretz.com\/1.5050544\">warned<\/a>\u00a0former Greek Prime Minister George Papandreou that, Turkey\u00a0 already had the capability to become a nuclear-weapons state.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-32489\" src=\"https:\/\/www.onisilos.gr\/wp-content\/uploads\/2021\/09\/Screen-Shot-2021-09-13-at-20.50.18.jpg\" alt=\"\" width=\"778\" height=\"382\" srcset=\"https:\/\/www.onisilos.gr\/wp-content\/uploads\/2021\/09\/Screen-Shot-2021-09-13-at-20.50.18.jpg 778w, https:\/\/www.onisilos.gr\/wp-content\/uploads\/2021\/09\/Screen-Shot-2021-09-13-at-20.50.18-300x147.jpg 300w, https:\/\/www.onisilos.gr\/wp-content\/uploads\/2021\/09\/Screen-Shot-2021-09-13-at-20.50.18-768x377.jpg 768w\" sizes=\"auto, (max-width: 778px) 100vw, 778px\" \/><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">This concern intensified after\u00a0<a href=\"https:\/\/www.aljazeera.com\/news\/2021\/3\/10\/turkeys-nuclear-dilemma\">aljazeera.com<\/a>\u00a0brought to light information which suggested that Islamabad intends to covertly support Turkey\u2019s nuclear-weapons program.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Such alarm bells have been ringing since 2015, when German secret services\u00a0<a href=\"https:\/\/nationalinterest.org\/feature\/turkey-secretly-working-nuclear-weapons-13898\">discovered<\/a>\u00a0that Turkey appeared to be following Iran\u2019s footsteps. It was revealed that President Erdo\u011fan demanded back in 2010 to secretly start the construction of uranium enrichment facilities. In addition, there are suspicions that Turkey has already attained enriched uranium originating from a former Soviet republic.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Notably, Turkey was also involved in the activities of Pakistani nuclear smuggler Abdul Qadeer Khan, who sold thousands of centrifuges (their electronic systems came from Turkey) between 1987 and 2002 in Iran, North Korea and Libya.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong>The ballistic missiles and space program objective<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">The prerequisite of a nuclear weapons program is the ballistic missile program which aims to develop missiles that will carry nuclear warheads. The Turkish-made Short Range Ballistic Missiles (range &gt;1000km) are already\u00a0<a href=\"https:\/\/www.nti.org\/learn\/countries\/turkey\/\">in production<\/a>\u00a0while there are\u00a0<a href=\"https:\/\/www.defence-point.gr\/news\/pyriniki-toyrkia-o-chronos-metra-antistrofa-i-osmosi-politikon-kai-stratiotikon-programmaton-vid\">reports<\/a>\u00a0of producing missiles with a range of over 1000km. In addition, emphasis should be given to the announced Turkish\u00a0<a href=\"https:\/\/www.theguardian.com\/world\/2021\/feb\/10\/erdogan-unveils-10-year-turkish-space-programme\">space program<\/a>.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">-Firstly, because it will support the volume of\u00a0<a href=\"https:\/\/amynageostratigiki.eu\/2021\/05\/28\/%ce%b7-%ce%b5%cf%80%ce%b9%cf%87%ce%b5%ce%af%cf%81%ce%b7%cf%83%ce%b7-spring-shield-%ce%ba%ce%b1%ce%b9-%ce%b7-%ce%b4%ce%b9%ce%ba%cf%84%cf%85%ce%bf%ce%ba%ce%b5%ce%bd%cf%84%cf%81%ce%b9%ce%ba%ce%ae-%cf%86\/\">data<\/a>\u00a0related to the satellite navigation of the Turkish UAVs, at the same time with the ballistic missiles.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">-Secondly, because it will facilitate the development of missiles with a range of 3500km or greater (Medium Range Ballistic Missiles or larger).<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">The threat imposed on the states that lay within this range is obvious without considering the possibility of launching the ballistic missiles from surface ships or submarines. Thus the Turkish space program should be closely monitored to clarify whether it is covertly used to support its nuclear weapons program.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong>Equal distances from Russia-USA, Closer to Pakistan<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">The construction of the Akkuyu Nuclear Power Plant (as well as those planned to be\u00a0<a href=\"https:\/\/world-nuclear.org\/information-library\/country-profiles\/countries-t-z\/turkey.aspx\">built<\/a>\u00a0in Sinope and in Eastern Thrace) is certainly not coincidental either. This aims to reduce Turkey\u2019s energy dependence on one hand (in 2020, approximately\u00a0<a href=\"https:\/\/cnpp.iaea.org\/countryprofiles\/Turkey\/Turkey.htm\">72%<\/a>\u00a0of its energy demand was met through imports) and on the other hand, it serves as an induction in the\u00a0<a href=\"https:\/\/fainst.eu\/wp-content\/uploads\/2020\/09\/FAINST-ReportNo2-Turkey_Potential_Nuclear_Power.pdf\">nuclear expertise<\/a>.\u00a0Dozens of Turks are already\u00a0<a href=\"https:\/\/www.hurriyetdailynews.com\/turkey-to-send-80-students-to-russia-for-nuclear-education--82977\">studying<\/a>\u00a0Nuclear Engineering at Russian universities since 2015.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Russia has every reason to provide the know-how for the construction of Turkey\u2019s Akkuyu Nuclear Power Plant in an attempt to hinder NATO\u2019s unity. However, the Russian-Turkish\u00a0<a href=\"https:\/\/slpress.gr\/diethni\/i-rosotoyrkiki-proseggisi-echei-kai-atheati-opsi-i-antifasi-tis-dysis\/\">opportunistic<\/a>\u00a0cooperation will not feed the latter\u2019s ambition in attaining nuclear weapons. Their competing interests\u00a0<a href=\"https:\/\/www.swp-berlin.org\/10.18449\/2021RP05\/\">collide<\/a>\u00a0in many cases. Russia wouldn\u2019t want to see a nuclear arsenal in such close proximity to its borders. The leader of the Liberal Democratic Party of Russia Vladimir Zhirinovsky is\u00a0<a href=\"https:\/\/www.easternherald.com\/2021\/01\/19\/erdogans-appearance-of-nuclear-weapons-be-a-threat-to-russia\/\">convinced<\/a>: if Iran and especially Turkey have nuclear weapons, they will turn against Russia. This does not suggest that Turkey will not achieve its aim.\u00a0On the contrary it means that Turkey will have to overcome many obstacles set by important states with interests in the wider region, such as\u00a0<a href=\"https:\/\/www.jpost.com\/opinion\/turkey-is-increasingly-becoming-a-threat-to-israel-635054\">Israel<\/a>,\u00a0<a href=\"https:\/\/www.iris-france.org\/140221-a-look-upon-turkeys-future-nuclear-weapons-policy\/\">France<\/a>,\u00a0<a href=\"https:\/\/ahvalnews.com\/nuclear-bomb\/iran-nuclear-bomb-paves-way-saudi-turkey-follow-suit-says-biden\">Egypt<\/a>,\u00a0<a href=\"https:\/\/ahvalnews.com\/nuclear-bomb\/iran-nuclear-bomb-paves-way-saudi-turkey-follow-suit-says-biden\">Saudi Arabia<\/a>\u00a0and the\u00a0<a href=\"https:\/\/euideas.eui.eu\/2019\/11\/12\/the-imminent-risk-of-nuclear-proliferation-in-the-middle-east\/\">UAE<\/a>. Above all, Turkey will have to face the growing conflict of interest with the US. There are many reasons upon which Turkey will not be tolerated as nuclear-weapon state.\u00a0As abovementioned, this will instigate its geostrategic autonomy, causing the existing\u00a0Euro-Atlantic security architecture to disintegrate. In addition, it will trigger a nuclear arms race in the wider region.\u00a0All of these destabilization fears have long been\u00a0<a href=\"https:\/\/www.govinfo.gov\/content\/pkg\/CPRT-110SPRT39674\/html\/CPRT-110SPRT39674.htm\">addressed<\/a>\u00a0by the US.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Consequently Turkey\u2019s alleged choice to approach the co-religionist (and less pro-Western under the leadership of Imran Khan) and willing Pakistanis for supporting its nuclear-weapons program (<a href=\"https:\/\/twitter.com\/BabakTaghvaee\/status\/1198308784290045959\">1<\/a>\u00a0,\u00a0<a href=\"https:\/\/greekcitytimes.com\/2021\/04\/07\/pakistan-helping-turkey-nuclear\/\">2<\/a>\u00a0,\u00a0<a href=\"https:\/\/slpress.gr\/diethni\/o-axonas-toyrkia-pakistan-aggizei-to-aigaio-i-pyriniki-diastasi-kai-i-tromokratia\/\">3<\/a>\u00a0and\u00a0<a href=\"https:\/\/slpress.gr\/ethnika\/to-flert-toy-erntogan-me-ta-pyrinika-apo-to-pakistan-sto-aigaio\/\">4<\/a>), does not come as a surprise, since it has little or no other option in this venture. The two Sunni forces share the same strategic goals in the Mediterranean and\u00a0India which derive from their close\u00a0<a href=\"https:\/\/www.iiss.org\/blogs\/analysis\/2020\/04\/dmap-turkey-and-pakistan-a-special-relationship\">historic<\/a>\u00a0and\u00a0<a href=\"https:\/\/fainst.eu\/wp-content\/uploads\/2020\/09\/FAINST-ReportNo2-Turkey_Potential_Nuclear_Power.pdf\">economic<\/a>\u00a0ties.\u00a0Their defense cooperation agreements (<a href=\"https:\/\/eurasiantimes.com\/breaking-pakistani-air-force-pilots-flying-turkish-f-16-jets-as-erdogan-attempts-to-fill-the-coup-void-reports\/\">1<\/a>\u00a0,\u00a0<a href=\"https:\/\/www.theweek.in\/news\/world\/2021\/08\/22\/turkey-expands-cooperation-with-pakistan-on-long-endurance-drone.html\">2<\/a>\u00a0,\u00a0<a href=\"https:\/\/www.kathimerini.com.cy\/gr\/kosmos\/istoriki-amyntiki-symfonia-toyrkias-%E2%80%93-pakistan\">3<\/a>\u00a0,\u00a0<a href=\"https:\/\/zeenews.india.com\/world\/turkey-pakistan-in-top-level-discussion-over-nuclear-weapon-program-2333996.html\">4<\/a>\u00a0,\u00a0<a href=\"https:\/\/www.al-monitor.com\/originals\/2020\/02\/erdogan-turkey-discuss-trade-military-pakistan-china.html\">5<\/a>\u00a0,\u00a0<a href=\"https:\/\/www.iiss.org\/blogs\/analysis\/2020\/04\/dmap-turkey-and-pakistan-a-special-relationship\">6<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.trt.net.tr\/greek\/tourkia\/2017\/05\/11\/amuntikes-sumphonias-upographekan-metaxu-tes-tourkias-kai-tou-pakistan-730225\">7<\/a>) are already expanding as a result of the events in Afghanistan which contributed to further strengthen their relations (<a href=\"https:\/\/www.jpost.com\/middle-east\/afghanistans-winners-qatar-russia-china-pakistan-turkey-iran-676844\">1<\/a>\u00a0,\u00a0<a href=\"https:\/\/www.dailysabah.com\/politics\/diplomacy\/turkey-pakistan-agree-on-close-coordination-in-afghanistan\">2<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.amynanet.gr\/to-stoichima-tis-epomenis-imeras-sto-afganistan-realpolitik-taliban-prosfygiko-kina-spanies-gaies-kai-al-qaeda\">3<\/a>). The director of the\u00a0<a href=\"https:\/\/www.mideastcenter.org\/\">Middle East Center for Reporting and Analysis<\/a>, Jonathan Speyer,\u00a0<a href=\"https:\/\/www.jpost.com\/opinion\/behind-the-lines-mr-erdogan-has-settled-your-bill-609346\">stresses<\/a>\u00a0that \u201cAnkara\u2019s strong and burgeoning strategic ties to Pakistan are causing international concern regarding the possibility of a transfer of nuclear weapons knowledge between the two countries. Turkey already has the will and the raw materials. This knowledge is the factor it currently lacks.\u201d<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong>\u00a0<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong>Drifting apart from the West<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">Nonetheless, Turkey\u2019s eagerness to embark on a nuclear-weapons program should be seen in the bigger context. There are clear indications that the Eurasianist ideology creeps in Turkey\u2019s top-ranking policymakers. Analysts identify this ideology as a Turkish version of the\u00a0<a href=\"https:\/\/www.mei.edu\/publications\/rise-eurasianism-turkish-foreign-policy-can-turkey-change-its-pro-western-orientation\">Ba\u2019athism<\/a>\u00a0in the Arab world. The Eurasianists argue that Turkey\u2019s interests lie outside the Western world and therefore should join the \u201canti-imperialist\u201d camp led by Russia and China.<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">When speaking about Afghanistan, Turkish president Recep Tayyip Erdo\u011fan\u00a0\u00a0<a href=\"https:\/\/www.hurriyetdailynews.com\/president-erdogan-reiterates-2-state-solution-to-cyprus-issue-166445\">said<\/a>: \u201cImperial powers entered Afghanistan; they have been there for over 20 years. We also stood by our Afghan brothers against all imperial powers.\u201d A similar\u00a0<a href=\"https:\/\/www.independent.co.uk\/asia\/south-asia\/taliban-pakistan-imran-khan-afghanistan-b1903821.html\">statement<\/a>\u00a0made by the Pakistani Prime Minister Imran Khan, revealed the common grounds of the two Sunni forces in their ideological (and religious) beliefs. He said that the Taliban are \u201cbreaking the chains of slavery.\u201d Some would argue that both statesmen are influenced by the jihad theorist Sayyid Qutb (author of the influential book \u201cMilestones\u201d) and his idea of victimization of Muslims by foreigners or \u201cimperialists\u201d. He believed that western nations are attempting to undermine Islamic empowerment thus jihad is the tool to liberate the \u201csuppressed\u201d Muslims from the \u201cimperial powers\u201d (see also\u00a0<a href=\"http:\/\/anadoluturkhaber.net\/TR\/Detail\/Erdogan-Designates-Acquaintance-As-Terrorist\/892\">1<\/a>\u00a0,\u00a0<a href=\"https:\/\/www.washingtonexaminer.com\/opinion\/erdogans-embrace-of-afghanistan-sociopath-gulbuddin-hekmatyar-provides-a-window-into-his-soul\">2<\/a>\u00a0,\u00a0<a href=\"https:\/\/www.thehindu.com\/news\/international\/calls-for-jihad-in-kashmir-against-kashmiris-cause-pak-interest-imran-khan\/article29811581.ece\">3<\/a>).<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\"><strong>Conclusions<\/strong><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-size: 12pt;\">It is evident that the alleged new venture of Turkey in the nuclear weapons field is in all cases a cause of serious concern for its Western allies. Its decision to drift away (<a href=\"https:\/\/www.americanprogress.org\/issues\/security\/reports\/2021\/01\/19\/494738\/flashpoints-u-s-turkey-relations-2021\/\">1<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.gatestoneinstitute.org\/17721\/erdogan-afghanistan-terrorists\">2<\/a>) from the North Atlantic alliance and become a strategically autonomous Eurasianist power, presupposes the acquisition of a nuclear arsenal. This will lead to a reflexive nuclear arms race of key states in the wider sensitive region, hindering the already fragile balances and undermining the existing Euro-Atlantic security architecture. Such prospect cannot be reversed by false hopes on a softer policy after a leadership change in the Turkish elections of 2023, or worst by transactionalism that will boost Turkey\u2019s confidence. It is arguable that Turkey\u2019s overambitious geopolitical balancing act is pushing the limits of its diplomatic, economic and military capabilities.
