Turkish revisionism will ultimately mean a drift away from the Western security order."},"content":{"rendered":"<header class=\"meta meta--detail\">\n<div class=\"meta__row\" style=\"text-align: justify;\"><span class=\"meta__author\" style=\"font-size: 12pt;\">17\/9\/2024<\/span><\/div>\n<div><\/div>\n<div class=\"meta__row\" style=\"text-align: justify;\"><span class=\"meta__author\" style=\"font-size: 12pt;\">by Robert Ellis<\/span><\/div>\n<\/header>\n<p style=\"text-align: justify;\">\n<p class=\"flfc\">In the 1950s, <a href=\"https:\/\/www.biyografya.com\/biyografi\/22252\" target=\"_blank\" rel=\"noopener noreferrer\">\u201cBearded\u201d Celal<\/a>, a little-known Turkish philosopher, <a href=\"https:\/\/www.latimes.com\/opinion\/la-oew-ellis28mar28-story.html\" target=\"_blank\" rel=\"noopener noreferrer\">quipped<\/a> that Turkey \u201cis a ship heading east. Those aboard think they are heading west, but they are just running west on a ship sailing east.\u201d How right he was.<\/p>\n<p>At that time, Turkey, a secular republic founded by the Turkish general Mustafa Kemal (later known as Atat\u00fcrk) in 1923, was known as a staunch Cold War ally and NATO member (in 1952). But that is no longer the case.<\/p>\n<p>Already in 1964, Turkey\u2019s intention to invade Cyprus on behalf of the Turkish Cypriot minority triggered an international crisis. U.S. president Lyndon B. Johnson\u2019s<a href=\"https:\/\/history.state.gov\/historicaldocuments\/frus1964-68v16\/d54\" target=\"_blank\" rel=\"noopener noreferrer\"> letter to Turkish premier Ismet In\u00f6n\u00fc<\/a> made it plain that Turkey\u2019s military intervention could lead to a direct involvement by the Soviet Union, in which case it would be uncertain whether Turkey\u2019s NATO allies would feel an obligation to protect Turkey in accordance with Article Five.<\/p>\n<p>Two months earlier,<a href=\"https:\/\/www.nytimes.com\/1964\/04\/17\/archives\/turkey-ready-to-quit-alliance.html\" target=\"_blank\" rel=\"noopener noreferrer\"> in an interview with <em>The New York Times<\/em><\/a>, In\u00f6n\u00fc proclaimed, \u201c\u200b\u200bIf our allies do not change their attitude, the Western alliance will break up\u2026A new kind of world will then come into being, and in this new world, Turkey will find herself a place.\u201d Sixty years later, this is what is happening now.<\/p>\n<p>Turkey\u2019s axis shift has been apparent for some time. For example, in 2018, President Erdogan\u2019s head of international relations,<a href=\"https:\/\/www.hurriyetdailynews.com\/turkey-will-not-make-a-choice-between-west-and-russia-presidential-aide-130936\" target=\"_blank\" rel=\"noopener noreferrer\"> Ay\u015fe S\u00f6zen Usluer<\/a>, explained that Turkey had felt no need to choose between the West and the East or between the U.S. and Russia for the previous ten to fifteen years. It no longer saw its foreign policy within the framework of the Cold War or East vs. West alliances.<\/p>\n<p>Professor Ahmet Davutoglu, later Erdogan\u2019s chief advisor, foreign minister, and prime minister, kicked off the process in 2001 with his book <a href=\"https:\/\/www.kureyayinlari.com\/EnglishBlog\/6\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Strategic Depth<\/em><\/a>, now considered a founding work of \u201cneo-Ottomanism.\u201d However, another Islamic scholar, Ibrahim Kalin, now head of Turkey\u2019s National Intelligence Organization (MIT), provided the ideological basis in<a href=\"https:\/\/www.hurriyetdailynews.com\/opinion\/barcin-yinanc\/akps-dilemma-relying-on-the-west-while-disliking-it-32492\" target=\"_blank\" rel=\"noopener noreferrer\"> his keynote speech at the Istanbul Forum<\/a> in October 2012.<\/p>\n<p>Here, he spoke of a new geopolitical framework that rejects the Western-centric political and economic order. He also rejected the European model of secular democracy, politics, and pluralism.<\/p>\n<p>The modern Turkey that Mustafa Kemal founded in 1923 not only abolished the Ottoman caliphate and introduced secularism but also secured the borders defined by the Treaty of Lausanne. However, this treaty, which recognized Britain\u2019s annexation of Cyprus and ceded most of the Aegean islands to Greece, has not been recognized by President Erdogan, who has<a href=\"https:\/\/www.bbc.com\/news\/world-europe-42265260\" target=\"_blank\" rel=\"noopener noreferrer\"> called for its revision<\/a>.<\/p>\n<p>Instead, Erdogan intends to<a href=\"https:\/\/www.hurriyetdailynews.com\/misak-i-mill-or-the-national-oath-turkeys-new-foreign-policy-compass-105529\" target=\"_blank\" rel=\"noopener noreferrer\"> revert to the borders agreed in the National Pact<\/a> (<em>Misak-\u0131 Mill\u00ee<\/em>) passed by the last Ottoman parliament in 1920, which included Cyprus, the Aegean islands, Western Thrace, Aleppo, Mosul, and Kirkuk. This is evidenced by<a href=\"https:\/\/carnegieendowment.org\/research\/2021\/09\/how-syria-changed-turkeys-foreign-policy?lang=en&amp;center=europe\" target=\"_blank\" rel=\"noopener noreferrer\"> three cross-border operations<\/a> in 2016, 2018, and 2019, which have led to the Turkish occupation of parts of Syria.<\/p>\n<p>There\u2019s also <a href=\"https:\/\/theloop.ecpr.eu\/the-turkification-of-kurdistan-the-world-looks-on\/\" target=\"_blank\" rel=\"noopener noreferrer\">the current Turkification of Kurdistan<\/a> and Turkey\u2019s \u201c<a href=\"https:\/\/www.ifri.org\/en\/publications\/etudes-de-lifri\/mavi-vatan-blue-homeland-origins-influences-and-limits-ambitious\" target=\"_blank\" rel=\"noopener noreferrer\">Blue Homeland<\/a>,\u201d the maritime doctrine that rejects Greek and Cypriot claims in the Eastern Mediterranean. As Aur\u00e9lien Denizeau points out, Blue Homeland and<a href=\"https:\/\/www.mei.edu\/publications\/rise-eurasianism-turkish-foreign-policy-can-turkey-change-its-pro-western-orientation\" target=\"_blank\" rel=\"noopener noreferrer\"> Eurasianism<\/a> seem <a href=\"https:\/\/nationalinterest.org\/blog\/silk-road-rivalries\/eurasia-between-russia-and-turkey-211159\">complementary<\/a>, cultivating a common sense of distrust of Western powers and advocating the need for alternative partnerships.<\/p>\n<p>In<a href=\"https:\/\/www.aa.com.tr\/tr\/turkiye\/cumhurbaskani-erdogan-turkiyenin-kendisine-dayatilan-haritalari-yirtip-atacak-guce-sahip-oldugunu-anlayacaklar\/1963960\" target=\"_blank\" rel=\"noopener noreferrer\"> a speech four years ago<\/a>, Erdogan made Turkey\u2019s intentions plain: \u201cTurkey has the political, economic and military power to tear up the immoral maps and documents imposed on it.\u201d With<a href=\"https:\/\/www.newsweek.com\/turkey-brics-nato-erdogan-putin-xi-1947517\" target=\"_blank\" rel=\"noopener noreferrer\">Turkey\u2019s decision to join BRICS<\/a>, the die is cast. With regard to the UN Security Council, Erdogan has often said, \u201cThe world is bigger than five,\u201d and Turkey\u2019s membership in the BRICS is demonstrably bigger than the G7.<\/p>\n<p>Turkey also<a href=\"https:\/\/ahvalnews.com\/sco\/turkey-seeking-membership-shanghai-cooperation-organisation-says-erdogan\" target=\"_blank\" rel=\"noopener noreferrer\"> aims to join the SCO<\/a> (Shanghai Cooperation Organization), which the European Council of Foreign Relations has<a href=\"https:\/\/ecfr.eu\/article\/rogue-nato-the-new-face-of-the-shanghai-cooperation-organisation\/\" target=\"_blank\" rel=\"noopener noreferrer\"> branded \u201cRogue NATO<\/a>.\u201d However, Erdogan stated that T\u00fcrkiye was <a href=\"https:\/\/www.aa.com.tr\/en\/politics\/turkiye-not-compelled-to-choose-between-eu-shanghai-cooperation-organization-president-erdogan\/3317896\" target=\"_blank\" rel=\"noopener noreferrer\">not compelled<\/a> to choose between the EU and the SCO. \u201cWhile strengthening our relations with the East, we seek ways to advance our deep-rooted cooperation with the West.\u201d<\/p>\n<p>Exceptionally, at the end of August, Turkish foreign minister Hakan Fidan was invited to<a href=\"https:\/\/bianet.org\/haber\/turkey-invited-to-eus-gymnich-meeting-after-five-year-hiatus-298879\" target=\"_blank\" rel=\"noopener noreferrer\"> an informal Gymnich meeting<\/a> of EU foreign ministers. Turkey still maintains EU membership as a strategic goal, but an update on the customs union and visa liberalization are its immediate goals. Hakan Fidan has also urged the EU not to let<a href=\"https:\/\/www.hurriyetdailynews.com\/revival-of-turkiye-eu-ties-benefits-all-turkish-fm-200098\" target=\"_blank\" rel=\"noopener noreferrer\"> the unresolved Cyprus issue<\/a> impede Turkish-EU ties.<\/p>\n<p>Then, there is also the question of Turkey\u2019s NATO membership, its long-term<a href=\"https:\/\/www.ft.com\/content\/a6296035-fc94-4e21-ba68-8035678f18e5\" target=\"_blank\" rel=\"noopener noreferrer\"> dependence on Russia for nuclear power<\/a>, and its<a href=\"https:\/\/www.ft.com\/content\/e7e4e73a-d536-4f91-b04c-ebe024d819e9\" target=\"_blank\" rel=\"noopener noreferrer\"> export to Russia of military-linked goods.<\/a> At the same time, Erdogan has declared<a href=\"https:\/\/www.aa.com.tr\/en\/politics\/turkish-president-erdogan-reaffirms-support-for-kyiv-calls-for-crimeas-return-to-ukraine\/3327489\" target=\"_blank\" rel=\"noopener noreferrer\"> Turkey\u2019s support for Ukraine\u2019s territorial integrity<\/a> and called for the return of Crimea to Ukraine.<\/p>\n<p>There seems to be no limit to Turkey\u2019s cakeism.<\/p>\n<p><a href=\"https:\/\/muckrack.com\/robertellisdk\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Robert Ellis<\/em><\/a><em> is a Turkey analyst and commentator.
